Title: La estrategia global y de seguridad de la Unión Europea: narrativas securitarias, legitimidad e identidad de un actor en crisis
Abstract: Con la Estrategia Global para la política exterior y de seguridad de 2016, la UE trata de adaptar su acción exterior a un escenario global más 
	complejo e incierto. Ello supone un visible “giro pragmático” y un enfoque muy centrado en la vecindad. Este trabajo analiza e interpreta la Estrategia 
	Global y de Seguridad, atendiendo a su contenido material y a su naturaleza de narrativa de seguridad; es decir, como herramienta discursiva que da 
	forma a la identidad y valores de la UE, así como al eje interno-externo de la seguridad y la acción exterior europea, y que por ello comporta visibles 
	dilemas normativos. Concluye afirmando que la Estrategia Global contribuye a conformar una nueva legitimación securitaria para una UE que sufre una 
	profunda crisis existencial.
Abstract: With the 2016 EU’s Global Strategy for Foreign and Security Policy, the EU tries to adapt its external action to a more complex and uncertain global 
	scenario. It means a visible “pragmatic turn” and a marked focus in its neighborhood. This paper analyzes and interprets the EUGS, taking into account 
	its material content and its nature as a security narrative; that is, as a discursive device that shapes the identity and values of the EU, as well as 
	the internal-external axis of European security and its external action, thus entailing noticeable normative dilemmas. The paper concludes that the 
	EUGS contributes to shape a new security legitimation for an EU that suffers a deep existential crisis.
