Title: América Latina. Democracia, Pobreza y Violencia: Viejos y Nuevos Actores
Abstract: La violencia política que caracterizó a los regímenes autoritarios y los conflictos armados presentes en Amé-rica Latina en 
	las décadas de los setenta y los ochenta ha dado paso a nuevos tipos de violencia social. Entre sus principales causas se 
	encuentra la creciente exclusión social y la marginalidad urbana que caracteriza a las sociedades latinoamericanas. Los 
	vacíos locales de poder del Estado despejan el camino para los actores armados privados e informales, generalmente asociados 
	al narcotráfico y otras actividades ilícitas, que ocupa-rán el lugar de la policía y la justicia, transformando los barrios 
	pobres y marginados en contornos de desin-tegración, dominio de criminales, del terror y el miedo. Este fenómeno de la 
	exclusión con violencia compar-tida por las masas de los pobres urbanos contribuye a la destrucción de los fundamentos morales 
	del orden democrático y los perímetros de la ciudadanía, y se convierte en una de las amenazas más graves a la consoli-dación 
	democrática de la región.
Abstract: The political violence characteristic of authoritarian regimes and the armed conflicts present in Latin Ameri-ca in the 
	seventies and the eighties has give way to new types of social violence. This new violence is caused, among other factors, by 
	the growing social exclusion and urban marginality that is characteristic of Latin American societies. The non-existence of 
	the powers of the State in the local level paves the way for private and non-formal armed actors, usually linked to drug 
	trafficking and other illicit activities. These actors take the place of the police and justice, transforming the poor and 
	marginalized neighbourhoods into places of disintegration, and provinces of crime, fear and terror. The phenomenon of 
	exclusion-with-violence shared by the urban poor masses contributes to the destruction of the moral foundations of the 
	democratic order, and the boundaries of citizenship, and became one of the worst threats to democratic consolidation in Latin 
	America.
