Title: The control of the cooperative registry activity: critical study acaut its difficulties and questions
Abstract: La configuración de los Registros de Cooperativas como instrumentos de carácter administrativo con eficacia jurídica 
	encierra una serie de dificultades de indudable trascendencia práctica entre los que destaca el control de la actividad 
	registral. En este sentido, la multiplicidad normativa característica del actual escenario jurídico cooperativo propicia la 
	existencia de soluciones divergentes que, al margen de los problemas que plantean sobre un eventual exceso competencial, 
	pueden tener incidencia tanto en la seguridad jurídica como en el tipo y alcance de la fiscalización judicial.
	Por otro lado, la naturaleza híbrida de los Registros de Cooperativas provoca distorsiones cuya salida no siempre es clara, 
	en cuanto las previsiones legales y reglamentarias chocan con ciertas limitaciones de la normativa administrativa general 
	aplicable: así ocurre singularmente con el principio registral de legitimación en relación con aquellos mecanismos de control 
	en vía administrativa cuya puesta en marcha corresponde de oficio a la propia Administración Pública.
Abstract: The configuration of the Registries of Cooperatives as administrative instruments with legal effect, raises a series of 
	difficulties of doubtless practical importance. Out of them, we can underline one: the control behind the registration 
	activity.
 In this sense, the multiplying number of norms that shape current legal cooperative scene, may involve many 
	divergent resolutions that, on top of the issues caused behind a potential excess of competence, may also has consequences on 
	both the legal security as well as on the nature and reach of the judicial control.
 On the other hand, the hybrid character 
	of the Registries of Cooperatives may need some adjustments whose solution is not always clear, due to the legal and 
	legitimate assessments mismatching some restrictions of the applicable general administrative norm.
 This can be illustrated 
	behind the registry principle of legitimacy, related to those mechanisms
 of administrative control which start formally relies 
	on the Public Administration.
